The role

Emerald Airlines currently have a requirement for a Compliance Monitoring Manager.

The Compliance Monitoring Manager (CMM) is responsible directly to the Accountable Manager (the CEO) for the design, development and maintenance of the Compliance Monitoring System (AOC).  The successful candidate is to be capable of maintaining the CMS(AOC) in a state of continuous improvement in both effectiveness and efficiency.

TheCMM has responsibility for the management and performance of the relevant Compliance Monitoring Programme elements, ensuring it both maintains compliance with the applicable regulatory and company standards and is continually reviewed and improved.

CMM is the Unique Focal Point for Compliance Monitoring across Emerald Airlines.  They are the EASA Compliance Monitoring Manager Form 4 holder for the AOC. In this role they have direct access to the Accountable Manager. The CMM is responsible for:

  • The creation and modification of the Compliance Monitoring Programme, ensuring it meets regulatory and Company requirements and industry best practice and that it is continually reviewed and improved.
  • The quality and day to day management and performance of the Compliance Monitoring Programme.
  • The creation and modification of the Compliance Monitoring Audit Schedule, covering all applicable requirements.
  • Ensuring the Compliance Monitoring Programme includes communication and Coordination mechanisms with the functional teams within operations.
  • Ensuring the dissemination of compliance issues and results to personnel (management and non-management).
  • Undertaking the role of AOC Compliance Monitoring Manager, ensuring that Emerald Airlines activities are monitored for compliance with the applicable regulatory requirements, and any additional requirements as established by Emerald Airlines, and that these activities are carried out properly under the supervision of the relevant head of functional area.
  • The management of the Compliance Monitoring team and any external auditors to ensure that audits are planned, scheduled and undertaken in a timely manner.
  • Ensuring all findings raised under the CMP are closed satisfactorily or escalated to the Accountable Manager.
  • Ensuring summary reports and process measurements for the CMP are provided to the Safety Action Group (SAGs) and Safety and Security Review Board (SSCRB).
  • Providing performance reports on the Compliance Monitoring Programme, as a minimum on an annual basis, to enable an effective management review at SSCRB.
  • Being primary point of contact for the IAA and other external bodies with respect to compliance monitoring.
  • Facilitating external audits and administering external audit reports and finding closures.
  • Ensuring the Compliance Monitoring Team are appropriately trained, qualified and competent.
  • Developing and implementing Compliance Monitoring performance measurements associated with departmental objectives.
  • Conducting performance and competency assessments of the CMP team.
  • Continually improving the Compliance Monitoring Programme.

About you

  • Demonstrate sound knowledge, and competency in the application, of all applicable regulations including, but not necessarily limited to, the following:  (EU) 965/2012, (EU) 1178/2011, ICAO Standards and Recommended Practices;
  • A minimum of five years of operational experience, preferably in a managerial / supervisory capacity;
  • Demonstrate sound knowledge, and competency in the application, of compliance monitoring techniques (planning, auditing, reporting, follow-up etc);
  • Demonstrate initiative, imagination in advising personnel on how to address non-compliances (especially the identification of root cause analysis and the design of effective preventive actions) and other regulatory matters, including the provision of options for methods of compliance;
  • Display gravitas, empathy, leadership potential and sound communication skills (both written – especially brevity – and oral);
  • Demonstrate a sound appreciation of the essential nature of simplicity, clarity and effectiveness of manuals, procedures, processes and policies;
  • Demonstrate competence in, or the potential for, using CMS software;
  • Have completed formal training, by a means and to a standard acceptable to the IAA, in compliance monitoring, safety management systems and risk management.
